I didn't read it all but looks like another bug in the local payment system. Suggest you contact Billing Support.

There is no toll free number for Australia so you would need to phone the tolled US number (using Skype I suggest to keep costs down). Alternatively, submit a ticket https://support.secondlife.com/create-case/

If you wish, you can use an approved third party site to buy Lindens. I've seen VirWox recommended by a number of residents. https://www.virwox.com/
