This is a very unique area, originally developed not by the Lindens, but by Anshe Chung and a few other private land barons. Mainland  being developed by private land groups was very controversial at the time, so the Lindens stopped doing it after only two small clusters of sims were auctioned off in bulk, and instead promoted private estates.

Roadside parcels here are now incredibly rare, as this is the only road in Islandia (and it's open rez). It's less laggy here than about 90% of mainland due to the region being surrounded by void water like a private estate.

And its called "Bratz". Some people just dig the name:)
