Nop, only the Simowner can do that, and then only for the whole sim

. If its Mainland, then no, as Lindens wont do this.

Your best way would be to cover the land in a few Megaprims, and texture them.

 

Lately saw something like this, that might sound interesting if your land is not fully flat.
