AMD Radeon R9 M375X - and best settings - need help as my SL is a nightmare

hello. i got a used laptop and my sl has became a nightmare. 

i run these on windows 10: 

dell precision 7510 laptop
AMD Radeon (TM) R9 M375X
16,0 GB ram 
Intel(R) Core(TM) i7-6820HQ CPU @ 2.70GHz   2.70 GHz 

and my fps is on an average of 5 wherever i go. i am not native english speaker so getting into the AMD website to verify my drivers and see if there's an update and managing the amd interface is very hard to understand. anyone can give me tips? thank you.
