Is it possible to split a large parcel and then sell as two (or more) smaller parcels?

As the title asks really. I've seen a large mainland parcel for sale in a perfect spot that I really like, but I'm wondering if the seller would be able to split it, as I am looking to buy a smaller parcel. Obviously the seller might not want to, but I'm just wondering if this would even be possible to do, and also for future reference.

This shows how you can determine if a parcel is in one of the rare parts of Mainland where it's not possible, but in "normal" Mainland dividing parcels is no problem. There are a few locations where it's not possible, generally in "city" areas and all of the Linden Homes regions such as Bellisseria.
