It is probably related to the local payment system which has problems at the moment. Did you receive emails about this? Refer to

Linden Lab are switching affected residents back to the main payments system by 5pm (SLT) Monday 6th June so hopefully you will be able to enter the credit card details then.

If you wish, you can telephone Billing Support, who have a French number but service is in English.
