It means what it says.  Whether Service Pack 3 is still available, you will have to check on the Microsoft website.  If it is, you  need to download and install it.

It may not be available though, as Microsoft no longer supports Windows XP.  If you are able to get it, you may continue to have issues with SL as SL no longer supports Windows XP either.

I strongly urge you to upgrade to a later version of Windows as XP has security issues now that Microsoft no longer releases security updates for it.  You should upgrade not only for SL but for all applications and websites.
