No Copy fail

i'm not sure where to ask this as it may be my paclage script but i'll see what comes up here as it may be a permissions misunderstanding.

i have a product within a package in my magic box that is mod, no copy, transfer. i don't normally set these particular perms so this is the first time i've encountered this problem. when the package is opened everything goes to inventory correctly (landmark, notecards) except for the sale item! is this happening because it's no copy?

 

edit...just did a few tests
