Why is it whenever I checkout at the marketplace cashier it asks me to add a payment method?

Question

Everytime I try to checkout at the marketplace cashier invoice it forces or asks me to"Please add a payment method" leaving the "Buy Now"  button greyed out. It has never done that with my other accounts but for some reason It has been doing that with this one. Is there anyway to fix it? or is it doing that with everyone else?
