0m = you're probably putting it underwater.

20m = you're probably putting it on land.

20-100m = you're putting it within range of your parcel ban area.

20-400m = you're putting it in an area that it can be seen on the world map.

400-4096m = you're putting it in the sky.

Personally, I rezzed mine at 2000 meters, for the only reason that no other skyboxes that could block my view were rezzed at the same height. Actually, there is no "best" height. You may want to do as I did and choose an altitude where you won't be visually bothered by others.
