why is there no enter box after filling in billing information to carry on with the account info??

If you're referring to the page where you fill in your name, first line address, city and card details, I just updated my Billing Info this morning and there was an orange Submit button at the bottom. See image below:

If you're not seeing the Submit button, I suggest you contact Billing Support:

https://support.secondlife.com/billing-support/

Once you've added your payment details, click the plus sign to the right of buying $L in the viewer, web and premium fees etc. (if applicable), then click the radio button beside your card details in the pop-up requester box and finally click Continue.
