Adding a circular Sim Surround to a Sim Surround

I have a Sim Surround of a city around my Sim. However, I noticed when I go up to my tallest buildings, I can see ocean behind the sim surround.

I can even see it at the bottom, between the buildings.

To counter this, I would like to add a circular mega prim behind the Sim Surround buildings and place some sort of image on it. Just enough to cover the ocean from the tallest building of my city.

Any idea how this can be done? I'm not very skilled with Sim Surrounds and this was a pre-made one that I added.
