Isn't it against the rules to run bots to improve traffic?

I thought it was against the rules to run bots to improve traffic and its frustrating to see one club on the list at log on as a place of interest and 12 of the 14 on the sim are hidden up in the sky or to tp in and find that many standing around a fishing hole some fishing on dry land that you know are not real avatars. Am I wrong?

Using bots to game traffic is certainly against the rules.
