That would have to be scripted inworld.

 

To get the effect, make the light faces a separate texture face from the rest of the mesh. Then, inworld, set the effect at timed intervals with llSetPrimitiveParamsFast() addressing that face.

 

There are a number of light settings to play with, including full bright, glow, alpha, color as well as the pinpoint light. Experimenting with different timings and settings will give you an almost unlimited amount of varied flickers.
