Your parcel has the About Land / Options  / Teleport Routing option set to Landing Point.

Once you are on the parcel and identified at the owner [either through the Land Group or the Direct Land Owner] Your alternate LM points become available to you.

What's interesting is that as the owner of the parcel or the owner of the Land Group that owns the parcel you should be able to TP anywhere.

If you are leasing the parcel from a landlord and they do not allow you to take ownership of the parcel then your options are limited. Ask them to add you to a role that allows you direct teleport ability within the grounds.
