Download another viewer. You will be able to accept the ToS, then use the viewer you want. Once accepted in any viewer, it's recorded for all.

It's a known and old bug, that affects randomly.

Download another viewer (Phoenix, for example: http://wiki.secondlife.com/wiki/Third_Party_Viewer_Directory ), launch that viewer, accept the Terms.

After that you can use any viewer you want.
