The only payment methods they'll allow are major credit cards (not a bank debit card, a prepaid card, or a gift card) or a verified PayPal account. The $1.00 charge you see is a test transaction to verify your requested payment method. This charge will be reversed, and you won't actually be billed anything. If you're having problems setting up a payment method, contact Billing at one of the numbers below.
