When you ask a tech question include information about your computer and viewer. If the viewer will at least show the login screen, get the info from the viewer's Help-About... and paste that into your post with your question. Help->About... provides all the version numbers we need.  To add your info to an existing question use OPTIONS->EDIT. It’s in the upper right of your post.

It also helps to know if you are using a laptop or a desktop and a wired or wireless connection. Also whether you are using a mobile/wireless connection to your ISP.

Without information all we can do is guess. That means you have to try all our bad guesses and eliminate them one by one. This is easier for all of us, if you give us good information to start with.

A picture of your problem would help.

What type of attachments are we talking about? There are system clothes like; Shirt, Pants, etc that are system clothes. They don't work with the new mesh avatars you can select in recent signup pages of the web site. Try an avatar from the Inventory->Library-Clothes. There are full avatars there. See if the attchaments work with those avatars.

When do your attachments appear in the worng place? If the problem occurs when you put them on,Take Off or Detach and then right click the item in inventory and select Attach then select the place you think the item should be attached too. Try different attachment points to see if one works. If none work, pick the best attachment point, and then select the item and right-click it. EDIT it to move it to the right place.

If attachments appear in the wrong place after login and the attachments were added in a previous seccession, then you have hit a bug in SL. The lindens are working on it. A work around is to TP to another region and then log-off and back o n. That usually solves the problem.
