how do i get the basic plain hair off my avatars head i can see it under the hair i put on.

You are seeing "system hair."  You cannot actually take off system hair, it is one of the "essential four" items that define a minimum avatar, along with eyes, shape, and skin.  You can't remove any of these, but you CAN replace them with another item of the same type.

But there are two ways to solve your problem.

1.  Wear a different system hair, with its Appearance sliders set to zero to give you the appearance of a bald head.  You will find such items in your inventory with titles like "bald head," "baldy," "bald cap," or "eyebrow shaper."  Baldies are also usually sold with any hair you buy. 

2.  Edit the system hair you are wearing by going into Appearance/Edit my Outfit, and selecting the item in your outfit.  Set all the sliders to zero and save it.
