Question about grandfather tier--PLEASE someone answer

Can you buy ANY island and submit a ticket buy down to get the grandfather tier price (yes I know it costs $600).. or does it HAVE to be a sim that was already grandfathered? Also do you pay the $100 transfer fee first or does the $600 buy down include the transfer? Like can you rez a new island then buy down the tier? I have gotten a hundred different answers here.. saying both.

I think the transfer fee is only if you buy from someone, not LL.

Gracias guys!!! If Only LL was as quick to answer... I even submitted a ticket asking the same questions because I cant find the live chat atm and that was a day before I posted this in the forum and I STILL havent recieved a reply haha!! TY for the clarification!
