Not all tinies are the same size. There are some size differences between tiny avatar makers. There are also quads which require different shaped clothing. I am not aware of any templates but tiny outfits are made of prims so you basically build them to fit the tiny avatars. The tiny community in Raglan is very helpful. If you go to their sandbox you can usually find some people there that can help. Tapple taught a class that I attended and I learned alot from her. One tool that is especially helpful in doing this is a free tool that was created by Tapple Gao called Safetypin. It is a tiny pose stand that includes scripts to assist in the placement of prims while building the outfit. Once the outfit is made it will remember the position when you attach it to your avatar. Really kewl tool. Thanks to Tapple for making it for all us tiny clothing makers.
