Chance Quartz

I cannot send group notices from my land. The only thing that I have found that i can do is TP off the property to a place I can send them from and then TP back. I actually have to leave the sim because I cannot send from any property on my sim. This is also true for the entire staff. I have cleared cache, tried several viewers, reloaded my viewers and restarted the sim. The only thing I have found on this it is an existing bug for years. Is this true and will it ever be fixed?

My events post fine and I can see them on the events calendar but I do not see them in the "Upcoming Events" on my dashboard. is that a special or pay service to see them there?
