Well, I think not. I see these residents interacting and playing games everyday normally.

I usually go to skill game regions to play. I needed to put a payment info to go, exactly as it says in the rules. But I notice that some people manage to stay in these regions even without payment info, can anyone explain why? just out of curiosity.
