How do you birth a puppy if it says " [21:14] BB Beagle Box 13: I do not have the right rezzing permissions here to birth. Action cancelled." And how do I feed it, what do I feed it? Help please!

I am trying to upload an image. I read the knowledge base info and converted to a png file type. The viewer just automatically closes as soon as I select a file to upload. I don't know if I'm doing something wrong or if its my viewer, help please!
