Why can't I add my paypal student account to my billing information? It has money in it, and I live inside the United States so I don't see the problem.. Is it because I'm under 18?

For some reason, I cannot add Paypal as a billing method. I live inside the US so shouldn't it be allowed? Each time I try to add it, It says "Sorry, this option is unavaliable," and tells me to go back and choose another option. I don't understand..
