I have a Group with open enrollment and it is needed to be so. I have booted a person several times for griefing other residents and he keeps reappearing. How can I stop him from joining the Group? Is it possible?

You should just be able to rez the TV and then the receiver for it to play. Once you do that flip through the channels until you get something. It could be you are trying to receive a channel that is currently off the air. The same goes for a radio. Rez and channel surf. Lots of stations come and go.
