I bought almost all SIM at Meilan Bay. but small place 1664square land is still Linden pubric space. Can I buy those place?

how can I report this? BUG tracker? Last two weeks, 2 SIM is unstable and can't entry . Yumix ocean and Yumix paradise. Now, Yumix Paradise is able to go and TP. but, Yumix ocean is not. This is a second time not to entry the SIM. We can see the map in there.(Not red land) What does the SIM happened?
