Dragon Garside

Ok, so I am moving along and all the sudden everything drops to like "0" and I cant move, then a few minutes later it catches back up and moves back to normal. What is normal for me, well: FPS - 30, Bandwidth - 6, Ping Sim - 800. This is just started happening and it is getting worse as time goes. Help!!!!!!
