Why don't other regions show up when I log in? This has been a recurring problem for ages.

Hello, I generally change between the Firestorm, Phoenix and Cool VL viewers.  Recently I have been experiencing something that I have never seen before now.  I log in to the world, usually at my home location, and no other sims except the one I am in load, regardless of how many are in the estate.  Changing sims does not work, and changing estates presents the same problem.  I have tried clearing cache, tweaking network settings, etc but nothing works unless the sims are -all- restarted.
