Cannot Return group/ non group items nor ban people

I am a manager with complete rights to a club Everything is checked where I am suppose to have permission to ban people from this club and return group/ non group items. It is all grayed out. Do not know why as I should be able to do everything here. Do I need to leave and have owner re add me for this to work ? or is there another way to fix this. It is very frustrating to not be able to do anything and the owner has to do it all. Please help

Was this working for you and just stopped or has it never worked properly?  If it has never worked properly then I would guess that while the group settings are correct, the land is not deeded to the group.  It may be set to group, but the things you are trying to do require that the land be deeded.
