is any diference to buy lindens when you live in USA or in Europe?

Hello Mixty and welcome to SL Forums.

If your billing country is a member of the European Union, you may be subject to the collection of value added tax (VAT).  If you are a business and are reselling, or adding value to Second Life before providing it to a consumer, you are eligible to provide your EU-issued VAT ID number in order to be excluded from the collection of VAT.  If you see "Subject to VAT" under your billing country's name on the Billing Information page, you can add your exception by clicking Add VAT Exception and providing your ID.

If you have problems to buy lindens, the best you can do is to contact Billing Support. Other options could be:
