You will need to send a note card to the merchant explaining that you did not receive what you paid for.  Copy and paste the transaction information from your transaction history if you bought in world or from the marketplace order history if you bought it there.  Be patient for your reply as merchants are like anybody and not on line all the time. 

You may not get a refund of the amount you paid, as this depends on the policy of the merchant.  You will at least get what you paid for, as most merchants want you to receive what you paid for, but sometimes they don't know this is the case unless you contact them this way. 

Linden Lab does not get involved in this type of thing unless it was an error on the marketplace.  If you bought it on the marketplace and after attempting to contact the merchant you do no hear anything, you may file a support ticket for failed delivery on the marketplace and get the merchandise redelivered.
