Downloading SL Viewer but says checking network connection and will not budge. Taking forever.

Question

Prompted by SL to install latest version of the viewer, however after I did this and went to log on, it kept saying check the website for SL issues.. despite all of our attempts we cannot log you on to SL, etc. check your firewall, etc.    I did all of these things, to no avail.  So I uninstalled SL altogether.  Now I am just attempting to reinstall the latest viewer, and it won't download.. says "checking network connection" but the green bar isn't moving and therefore indicates that no progress is being made.  I am connected to the internet through my wireless just fine.  What is going on?  I have Windows 8.1 and a good wireless connection.  Please advise.
