Please Hello, I have an important event to raise awareness at the time of login. I want to know who should I contact to write the ad as I see in many cases, fairs, special events, etc..

I don't know.  However I would file a support ticket and ask, or contact live chat if you are a premium member and ask them.  Note that the message, if accepted, will only appear on the official SL viewer login.  You would need to contact the developers of third party viewers to get the message on those.  I would start with the most popular ones.  Look up third party viewers in the SL wiki for a list of them all and their web sites where you can find out more about contacting them or who the developers are.
