Return Objects Feature

I am an officer at a sandbox... And has a return time set...... but it seems not to work....And if you wish to rezz and build there you must belong to the group

I guess my question is two fold

1. Is this the need to belong to the group to rezz and build... in the way of this....? If so is there a way around this.. that items can still be returned?

2. Is there a way for the owner and officers to keep stuff from not being returned? If there is  a solution to the first part.
