Changed M settings and still getting booted everytime I need a TP even to General places

My friend made an account and can be TP'd into some places but not others. He's reset his maturity settings, restarted and even had me log in from a different computer but all of it boots him back to his home link OR just tells him he can't enter that area, it's a general area no less.... Anyone else having a problem like this?

It sounds as if some places may not allow him for other reasons. Perhaps he is not old enough in SL, or perhaps they insist on payment information on file and he has none? It is not always about maturity ratings.
