where to pay for my land?

Kamiliya, is it mainland or a parcel on a private estate? 

If it is mainland, then it means you are a premium member and, yes, in this case you are billed automatically by LL using your payment information. Check your dashboard > Land manager: here is any mainland you own. Clicking on the link will TP you to your place where you should appear as the owner on the land information. If there is a problem, contact Live chat at their opening hours:

If it is a private region, you probably have to go to a rental box to pay your tier. Sometimes the rental box is on the land itself, but most of the time, private estates owners have what is called a "tier office" on another parcel. If you purchased your land from a private owner, IM him and ask where and how you should proceed your payment.

What viewer are you using? Plus, you have to make sure your PC is able to run SL correctly, and that you are using a regular cable Internet connection. Do NOT use wireless. See the system requirements here:

Contact Live chat then. The fact that your name does not appear on the land info is not normal anyway, even if your have lag problems. They will ask you your system specifications and give you the best possible help. Each I had to contact them, the result was fully satisfactory.
In the meantime, you may want to give a try to the Phoenix viewer: although it will not be upgraded anymore in the future, it's less demanding as to your machine's performances and you may be able to enjoy a correct SL experiment.
