PSD Image Resolution Problem: Blurry image, please help !!

Hi Im having issues with a texture I made for clothes in Photoshop CS5.

On my upper body it appears in high resolution, but as soon as I paste the texture in my lower body file, it becomes very blurry !

The Image size and resolution are the same, but when I use free transform to scale it down just a bit I lose a lot of details in the texture. I need the upper and lower body textures to match perfectly and its not the case !

I tried changing the image size settings but it never stays sharp.....

One thing I have found with making SL images. Is Sharpen them before resizing... Free Transofrm can cause a lot of loss.

 

I make ma 2048 and sharpen it a couple times then resize to 1024 or 512

 

I use the resize image instead of free transform
