why does my debit card get denied

Hi, i am trying to upgrade my account but when i put in my visa electron card number it does not accept why?? it does have the option for visa electron so why cant i pay with it. I dont have a credit card so what can i do to upgrade and buy land?? and it also askes for the CSC and the visa electron card does not have that. what can i do to upgrade my account?

Visa Electron is an accepted payment method for the non-US residents. I don't where you are from, but you should contact the billing support.
