Not recieved item

Last week I paid for a  jet-ski I never received. After showing him the proof of purchase he said he cant send me one - only the creator can. I sent im to creator but no reply in a week now. I also sent two im's to the owner but he won't reply, even when he is logged on.  This item is from inworld as they have a whole sim of boats. I will put in a ticket but what heading does this come under on title of ticket.
