Can I and if yes how do I raise my prims cap?

Buy more land.

Prim allowance is based on the amount of land you own, at an equivilence of 4.36906666. All full regions in Second Life have a maximum prim allowance of 15,000 - divided equally across the simulator.

512m has a max. allowance of 117 prims, for example.

Some regions provide extra prims via a Prim Bonus, but this is made up from depriving other parcels of their prim allowance.
