Banned griefers still on parcel voice even after a sim restart ?

Hello we had griefers on voice , we banned them from the sim ... still on voice, we restarted the sim ... same.

Any solution (other than turning off voice) ?

The Virwox voice system used in Second Life is highly vulnerable to this, and it's unlikely that you'll be able to resolve this problem using only Parcel or Estate tools. The reason being voice is travelling through different servers - people don't actually need to be on the sim to be heard there.

You could try and jump voice servers by disabling voice sim-wide, waiting a minute or two and then re-enabling it - but there's no guarantee this will work. It's just the only thing I can think of trying.

Failing that you'll have to file Abuse Reports or contact concierge to get your voice server channel replaced.
