Problems with payment info?

I am also having problems with billing info/payment info. Noticed it today when I was getting a demo for a kit for work, and I also saw that the information for both my main acc and my back up was gone. I had to re add it all over again but it still doesnt work. I use paypal. All I get is " there was a problem with your payment method"

I also have another question. If adding payment info does that work right away or do one have to do purchase directly from paypal first? If so I have to put everything on hold here until the end of september sadly.

I am having problems getting the money to pay my land tiers. It keeps saying order canceled. Please help.
