is there  a board out there that  you can  pay a large  sum of  lindens and have it distribute a  certain  amount for each time a contest /event run?

I am the estate manager  and   we  have  a rented  parcel  to  another person  and  the  entire  region  seems  to be down  is there a reason  for  all of  this?
