[How do we contact LL to connect /move a sim next to LL owned land? ( Blake Sea area)]

Hi, 

We want to move with our (rented) sim to the Blake Sea area. To hav eopen water nearby. 

The land owner agrees with a move.

All land we could connect is from LL, how can we get an approval for such a sim move fromLL to their land?
