Thank you Caitlin for that very relevant post.  Obviously one should not expect a major announcement to come from a tiny wheezing creature.  They clearly have a very small brain.  All points that further support what I'd mentioned earlier.  I'm sure we all wish Qwal the best in his future endeavors but... this very very big thing is likely very very small like Qwal.

Summing up:

• He's an novice announcer with no track record at all
• He's falling apart mentally
• He likely won't survive to make the announcement
• He wheezes while sleeping.
• He has a tiny brain.

Well now Qwalyphi has decided that someone ELSE will make the announcement and NOT him/her.  So, essentially he/she's trying to take him/herself off the hook in case the announcement isn't as big as he/she has made it out to be, or isn't made when it's supposed to be.   Now Qwalyphi can just say; "It's not MY fault the announcement hasn't been made yet!  The representative is supposed to make it!"

I congratulate you on your insightfullness.   I happen to be aware that this Qwalyphi fellow has never announced anything before in his life.  He's a complete novice.  No one should really expect much of an announcement from him.  Based on his behavior in recent responses I won't be surprised if he doesn't survive till announcement time.  He's been alternating between chipmunk bravado and trembling panic attacks.

Summing up:

• He's an novice announcer with no track record at all
• He's falling apart mentally
• He likely won't survive to make the announcement

Don't expect much.  Watch for a small pine box that may be needed.
