Hi Drake thank you for the reply,
I have both Firestorm & SL Viewer bandwidth set to 500 kbps and the speed test result was:
Ping 31ms, Download 10.22 Mbps, Upload 0.85 Mbps

Everything was hunky dory, bought mesh body, head, clothes, skipping around SL with a great experience, logged off for the night, next morning after logging in, I am having an issue with lag (avatar movement) all objects rezzing slowly and predominately mesh items not rezzing, in some cases a few of the mesh objects on a fairly empty sim will rez in after about 1 hr.
Things I have tried to fix the issue:
I cleared cache, inventory cache, browser cache, relogged, restarted laptop, rebooted modem router (unplugged all electrical and phone cable) waited 10mins restart all.
Tried Firestorm 4.7.5 (47975) Nov 9 2015 18:48:20 still same issue.
Second Life 3.8.6 (305981) Oct 13 2015 17:30:25 (Second Life Release)

Built with MSVC version 1800I'm in Australia and Speedtest.com result to my ISP server in Brisbane: Ping 33ms, Download: 7Mbps, Upload 0.79Mbps
I tried a brandnew install on a new laptop that has never had SL viewer on it, got the same result, using Wi-Fi and cabled to the modem, results are the same.
I turned off firewall and antivirus, same results.
I did a tracert and got the following:
I am not sure what these results mean, can anyone help decipher them please?

Thank you for replies everyone, just an update on what I have found so far:
its very complex when going international and I absolutely had to engage a lawyer to draft a NDA Non Disclosure Agreement for dealings that are International.
If your creating a NDA between 2 people or companies that are in the same country its very easy and there are lots of examples of legal NDA's on the internet. I hope this helps others in the same situation

I am wondering about Non Disclosure Agreements and what countries legal system should they be written from when doing business in SL? Should it be written with the Country and State legal guidelines that Linden Labs operate in, or the country that I reside in, and/or the country that the other person concerned is in or both?
Any advice or experience you have had in this area would be great, thanks.

*face palm* I did use the link, but chose "recommended server" which overrode the US server, you wanted me to use.
So after selecting "preferred server" I get
