[Can't give Money to my alts or vice versa]

I have been having issues with paying other in world and buying online since I closed my credit card and opened a new one  on the main Account.

I can not pay money to my alts either its comes up with You paid Lady Harcassle  L$7500. put never goes to her or leaves my account 

Not sure if its an account issue ot a tech issue

please help

My accout if fine and in good credit yes I can not pay anyone or pay for the teir for my land at preasent 

I can however recieve payment from others 

need help fast on this.
