I had this same issue also. I found out I had it because I could not hear sound from an object I was touching to make sound. I am not a fan of gestures but I could not hear them either in my searching for the problem. The answer is that it is Singularity Viewer issue. I'm able to use the Sound Explorer (Menu: Singularity>Sound Explorer) in Singularity to make sounds occur, so it's some flaw in the viewer. Through searching on Google I found a solution is to install the Alpha version of Singularity Viewer if you want to stay with that viewer. There was a lot of talk about Sim version and parcel setting being an issue, but no confirmation, so I don't know the exact reason for the problem. You get it from this location -
This is where they store the previous versions before final version release. I am no expert by any means. I like Singularity Viewer and I am persistent when I want something to keep working for me. So I uninstalled the current release of the viewer and installed the Alpha version and the problem is gone.
Update: I began having problems with the Alpha version with my graphics card glitching. I uninstalled it and went back to the Standard release. I still have no sound for gestures and objects that have small sounds clips on touch, so nothing has changed. Hopefully this will all be fixed in the next release.
