Ive got both Gimp and PS, think you can link me to a tutorial  that can tell me how to do that? Or explain it pretty please?

I have googled my butt off, searched in world, and even asked many people if they know how its done, but it is all to no avail. So now I ask the great players of Second Life on the Forums. 

Can anyone tell me how to achieve a glowing tattoo?
